The CDL is a competitive state-wide player development league for 13U-19U players. Apply for membership today and play alongside the best competition in the state. The CDL accepts applications from clubs and teams that meet the below criteria for entry:

CDL Club Standards

The CDL accepts applications for allied membership from clubs that meet the following club standards:

  1. Commitment to ethical standards on game days towards all persons involved (coaches, players, parents, and referees).
  2. Follow and comply with CDL rules and structure, including but not limited to central game sites and gender specific game days (rotated throughout the season). This will possibly minimize or eliminate the ability to play home games.
  3. Central sites are used to facilitate:
    1. Coaching coverage
    2. Referee pools
    3. Scheduling
  4. Each allied member club must provide a league representative who can attend day-time meetings.
    1. League representative must participate in a minimum of 75% of the meetings during the year.
  5. Each allied member club must have a technical leader (league representative) with at least a U.S. Soccer B-License or USC Premier Diploma, or UEFA equivalent license.
    1. If the technical leader (league representative) does not possess the required license, they have 12 months to show proof of course registration stipulating that they are working towards the required standard.
    2. Allied member clubs that fall below the required standard will lose their allied membership and become an affiliate member.
  6. Each allied member club must have an additional staff member with a U.S. Soccer C-License or higher, or equivalent license, actively coaching within the club.
    1. The additional staff member has 12 months to obtain the required license. 
  7. Each allied member club must have a Grassroots Instructor who is available to teach courses.
    1. Each club has 12 months to certify a staff member.  
  8. Coaches on the sideline must have a minimum of an online U.S Soccer 11 v 11 Grassroots License.
    1. By the start of the Spring 2023 CDL season, all coaches must have a minimum of a US Soccer D-License or USC National Diploma.
    2. New coaches will have one year to attain a US Soccer D-License or USC National Diploma.
  9. Each allied club must maintain at least six teams in the league in the U13-U19 age groups. Combination teams consisting of players from two or more clubs will only count towards the registering club’s total number of teams. At least two of the six teams must be of the opposite gender.
  10. Each allied club must have at least three league-approved 11 v 11 game fields or play the majority of (if not all) games away from home.
  11. Each allied club must have a designated referee assignor to organize referees for their home facility.a.Each club must offer an “in-person Grass Roots”referee course at least once every other year.
  12. Each allied member club must have a Financial Assistance Program (FAP) in place that is easily accessible as part of the club registration process.
    1. Individual club financial assistance programs will be linked on the CDL website.
  13. Technical leaders MUST serve on at least one CDL sub-committee.
  14. Each allied member club must remain in good standing by paying invoices in a timely manner. Failure to do so will result in expulsion from the league.
  • Allied member clubs serve on the CDL allied members committee and have full voting rights.
  • Affiliate member clubs are non voting members of the CDL but are encouraged to attend all CDL committee meetings.
  • Standards will be reviewed on an annual basis.     

 

CDL Team Standards

  4. Coaches on the sideline must have a minimum of a U.S. Soccer D-License or USC National Diploma.
    1. By the start of the Fall 2023 CDL season, all coaches must have a minimum of a US Soccer D-License or USC National Diploma.

    2. New coaches will have one year to attain a US Soccer D-License or USC National Diploma.

  5. Meetings:

    1. Each affiliate member club must provide a league representative who can attend pre-season, midseason and post-season meetings.

  6. Affiliate Clubs/Team(s) must have at least one league-approved 11 v 11 game field or play the majority of (if not all) games away from home.
  7. Affiliate Team(s) must be registered with US Club Soccer.
  8. Affiliate Clubs cannot have more than three individual teams entered into the CDL.
  9. Affiliate Clubs/Teams must remain in good standing by paying all CDL invoices in a timely manner. Failure to do so will result in expulsion from the league.
  • Clubs entering individual teams will be designated as a CDL affiliate member club.
  • Affiliate member clubs are non-voting members of the CDL but are encouraged to attend all CDL committee meetings.
  • Standards will be reviewed on an annual basis.
